O Presidente da República autorizou uma despesa de 16,5 mil milhões de kwanzas (19,7 milhões USD) e formalizou a abertura de um concurso limitado por prévia qualificação para a aquisição de equipamentos para re-equipar a Unidade Técnica de Gestão de Saneamento de Luanda (UTGSL) de meios técnicos e equipamentos com robustez e com capacidade de resposta para os desafios que a capital enfrenta diariamente.
O despacho presidencial que autoriza o procedimento justifica a despesa com a necessidade de realizar acções que visam o melhoramento do saneamento, sendo que tudo isto acontece numa altura em que mais de cem funcionários foram despedidos pela Directora Geral Zenilda Mandinga, por suposta falta de capacidade técnica e financeira.
Com estes valores encaixados, a sociedade e os funcionários despensados questionam como fica a sua situação, uma vez que já se terá a suposta falta de capacidade técnica e financeira justificada por Zenilda Mandinga, ao qual a Rádio Casimiro tem vindo a denunciar que tem empregado seus familiares directos em cargos de direcção e chefia.
